1)       CALL TO ORDER: Robert Frey, Chair, 7 PM

a)       Minutes of 26 January 2006 meeting approved unanimously.

 

5)       ADMINISTRATIVE ITEMS/CORRESPONDENCE:

a)       New members introduced, Cox and Matlock

b)       Francl awarded recognition for his years of service to the Sponsor Group.

 

6)       PUBLIC REVIEW / ACTION ITEMS:

a)       TM5174RP4Oak Ranch Road & Meadow Glen Way East – Alter

Alter reported that the property is 12 acres and owner wants 11 home sites.  Had to revise the road serving the lots to allow for fire trucks, resulting in the reducing 4 lots sizes from 10,000 to 9,600, so new approvals are necessary..   Alter moved that we approve the modifications. Approved unanimously. 

b)       Merriam Mountains Project – Status Report – Cox

Cox reviewed the project and introduced Joe Perring, representing Stonegate Development,  to present the project.

Perring said that the change from their last plan for the project, was basically an increase in density in response to the request from the coulnty to leave the northern section as open space.  Overall density is higher, going from 2400 to 2700 dwelling units.  Stonegate has applied for a major specific plan amendment

Frey said he thought that overall traffic impact was a major concern.

Comments from the audience.  Trailer park representative wanted sound barrior and was assured it would be built.  Concerns were expressed about densities in excess of the 2020 plan. Perring said that the brush areas will not be heavily maintained.  Thomas Francl mentioned Fire Council concerns that were presented to the County.

7)       INFORMATION ONLY ITEMS:

a)       The Escondido Community Coalition for Excellence in Education -- Kevin Barnard

Barnard said that the Coalition was formed to prevent inappropriate school locations.  He introduced Stacey McCline of the Del Dios district who had information about, and who asked the Sponsor Group to support, a small school option.  Advise was given by the Sponsor Group that the topic was inappropriate and outside the Groups’ authority.

b)       Review of pending and approved developments in Hidden Meadows Sponsor Group domain – Frey

Reviewed prospective new projects and said he was worried about traffic choke point at 15 and Mountain Meadow Rd.  Asked Coultas to follow up with County traffic study.
